Since joining Kaplan MRD in 1991, Harvey has been Treasurer and Vice President of Client Services for Human Resources Consulting. He is a specialist in the areas of Counseling and Advisement, Educational Program Implementation, and Career and Project Management.
Prior to his relationship with KMRD, he has had 27 years of experience with the U.S. Government, as an Army Colonel in the Corps of Engineers, working in a range of Department of Defense agencies and other Federal organizations. Harvey is actively engaged in Human Resources Programs for clients and has furnished one-on-one assistance to hundreds of individuals nationally. Academically, he holds a Ph.D. from New York University and a Master of Arts from Harvard University. He is a graduate of the Army's Engineer Officer Advanced Course, the Department of Defense Course on Computer Applications for Managers, and numerous professional development courses and programs. He is a member of the International Association of Career Management Professionals, the Staffing Alliance for Maryland Employers--Project SAME, the Metropolitan Area Career/Life Planning Network, and is a Branch Head of the Five O'Clock Club, "America's premier career counseling network." He speaks frequently to a broad spectrum of professional groups in the Washington, DC / Baltimore Metropolitan Area.
Harvey enjoys the challenges of teaching Sunday School (fifth graders), appreciates aerobic walking in any environment, and conducts voluntary career advisement programs for The Retired Officers Association (TROA) and several other organizations.
